Cortez<\/figcaption><\/figure>\n<\/div>\n<p class=\"wp-block-paragraph\">It also applies to contractors, consultants, volunteers, temporary workers, vendors, and third parties interacting with county systems or data.<\/p>\n\n<p class=\"wp-block-paragraph\">\u201cAI is definitely the future,\u201d Hidalgo County Judge Richard F. Cortez said. \u201cIt has a tremendous amount of information that you can access very quickly. It can help you do a lot of things that normally would take hours and hours and hours to do.\u201d<\/p>\n\n<p class=\"wp-block-paragraph\">Cortez said AI\u2019s growing popularity made it important to put a policy in place to regulate its usage.<\/p>\n\n<p class=\"wp-block-paragraph\">\u201cAnybody that\u2019s not paying attention to AI, and is not paying attention to how to properly use it and control the use of it, is gonna fall behind,\u201d he said. \u201cSo I think all of us need to learn the proper use of AI.\u201d<\/p>\n\n<p class=\"wp-block-paragraph\">According to a Gallup report earlier this year, more than 13% of U.S. employees <a href=\"https:\/\/www.gallup.com\/workplace\/704225\/rising-adoption-spurs-workforce-changes.aspx\">use AI daily<\/a>.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Gallup reported that 28% use it a few times a week or more, and half of U.S. employees use it at least a few times a year.<\/p>\n\n<p class=\"wp-block-paragraph\">The Valley is certainly part of the AI boom.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.rgvbusinessjournal.com\/news\/15\/01\/2026\/another-large-data-center-project-moves-forward-in-willacy-county-amid-growing-ai-demand\/\">data center is moving forward in Willacy County<\/a>, and another one is considering <a href=\"https:\/\/www.rgvbusinessjournal.com\/news\/28\/06\/2026\/massive-data-center-planned-near-harlingen-may-use-drinking-water-officials-hope-it-never-comes-to-that\/\">setting up shop near Harlingen<\/a>. South Texas College says it\u2019s <a href=\"https:\/\/www.rgvbusinessjournal.com\/news\/23\/11\/2025\/human-connection-takes-center-stage-at-south-texas-college-ai-summit\/\">all in on AI<\/a>, and Cameron County is actively recruiting an <a href=\"https:\/\/www.rgvbusinessjournal.com\/news\/02\/06\/2026\/cameron-county-delays-saronic-shipyard-tax-break-vote\/\">AI shipyard<\/a>. Meanwhile, a Turkish shipbuilder is planning a $3B investment to <a href=\"https:\/\/www.rgvbusinessjournal.com\/news\/13\/05\/2026\/karpower-port-brownsville-floating-data-centers\/\">build floating data centers at the Port of Brownsville<\/a>, and just across the Rio Grande, a manufacturer that is powering AI and data centers is <a href=\"https:\/\/www.rgvbusinessjournal.com\/news\/05\/07\/2026\/vertiv-150-million-expansion-1000-jobs-reynosa\/\">investing $150 million and creating 1,000 jobs<\/a> as part of its latest expansion.\u00a0\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Businesses and institutions in the Rio Grande Valley are <a href=\"https:\/\/www.rgvbusinessjournal.com\/news\/07\/03\/2026\/mxlan-economic-summit-how-south-texas-border-companies-are-putting-ai-to-work\/\">increasingly using AI or considering it<\/a>, but they\u2019re doing so by relying on guidance that\u2019s either non-existent or unclear.<\/p>\n\n<p class=\"wp-block-paragraph\">Texas has already <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/analysis\/html\/HB00149S.htm\">outlawed some AI usage<\/a>, and in the U.S., its acceptable use is patchwork and confusing.<\/p>\n\n<p class=\"wp-block-paragraph\">Hidalgo County\u2019s nine-page AI policy aims to cut through some of that confusion.<\/p>\n\n<p class=\"wp-block-paragraph\">The policy allows the use of AI to draft internal memos, emails, and non-confidential documents.<\/p>\n\n<p class=\"wp-block-paragraph\">It can also be used to summarize public records or research materials, to assist with coding, to analyze data, for transcription, and for \u201cworkflow automation for routine administrative tasks.\u201d<\/p>\n\n<p class=\"wp-block-paragraph\">However, it can only be used for those purposes if a human reviews and validates those outputs.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">\u201cEvery AI-generated output used for official business must be reviewed for accuracy, bias, and appropriateness by a qualified County employee and\/or applicable user,\u201d Hidalgo County\u2019s policy states.<\/p>\n\n<p class=\"wp-block-paragraph\">Sensitive data can only be uploaded using AI with certain tight controls.<\/p>\n\n<p class=\"wp-block-paragraph\">The policy fully prohibits the use of AI to automate decisions related to employment actions, legal determinations, investigative conclusions, or decisions related to the allocation of public benefits or services.<\/p>\n\n<p class=\"wp-block-paragraph\">It also can\u2019t be used to do anything deceptive under the policy \u2014 things like impersonating county officials or staff or generating content meant to mislead the public. And AI systems can\u2019t be implemented without prior approval from certain county departments.<\/p>\n\n<p class=\"wp-block-paragraph\">Anyone who violates the policy could be disciplined or fired. They may also have their access to county systems revoked and could face civil or criminal penalties. To help ensure compliance, the county also requires employee training and establishes reporting procedures.<\/p>\n\n<p class=\"wp-block-paragraph\">The policy also clarifies that disclosure requirements apply when AI systems interact with the public and that AI-generated content created for official county business is considered a public record subject to the Texas Public Information Act
