Texas breaks ground on first major shipbuilding project in decades as Brownsville competes for one of its own

Texas leaders broke ground Monday on a $1 billion shipyard modernization project that state officials described as the first major shipbuilding project in decades, underscoring a renewed push to expand U.S. maritime manufacturing capacity.

Gov. Greg Abbott joined federal, military and industry leaders in Galveston and Port Arthur to launch Davie Defense’s modernization of Gulf Copper Shipyards’ Coast Guard icebreaker production facilities.

“This is a quintessential America First project,” Abbott said in a news release Monday. “America has a dire need for more ships.”

The project is expected to create approximately 2,400 jobs and support nearly 7,000 jobs statewide, according to the governor’s office.

Abbott said the investment will expand advanced defense manufacturing in Texas while strengthening U.S. maritime security and supporting Coast Guard icebreaker production.

Shipbuilding returns to Texas

State officials described the project as Texas’ first major complex shipbuilding project in decades.

The expansion reflects growing federal interest in rebuilding domestic shipbuilding capacity after years of decline. Maritime manufacturing has become an increasing priority for policymakers concerned about military readiness, supply chain resilience, and competition with China.

The project represents one of the largest recent maritime manufacturing investments on the Texas Gulf Coast.

Why it matters to South Texas

The announcement comes as Brownsville seeks to position itself as part of that broader shipbuilding resurgence.

Local leaders are pursuing a separate project that could bring a next-generation shipyard to the Port of Brownsville, adding to growing interest in maritime and defense manufacturing along the Texas coast.

The Davie Defense groundbreaking offers a glimpse of the type of investment, workforce demand and economic activity that major shipbuilding projects can generate when they land in Texas.

For South Texas economic developers, it also provides another sign that shipbuilding is re-emerging as a strategic industry after decades of limited investment.
