Plans for a massive data center on 1,780 acres northeast of the Valley International Airport in Harlingen are in the works by a company with ties to the United Kingdom, public records show. 

Scotland-based Eneus Energy, through its subsidiary RGV Property LLC, is under contract to purchase more than a dozen parcels of land from Stone Brothers in Raymondville by April 2026, according to Cameron County records signed by Roberto Serrano as CEO of the RGV venture. 

Eneus Energy expects to build as many as 16 data center halls to power artificial intelligence, cloud, and data analytics, requiring 1 gigawatt of electricity, according to a recent letter submitted to the Texas Public Utility Commission by Dominic Serpe, senior vice president of energy, sales, and supply at Eneus Energy. 

That much electricity could power about 250,000 homes. But the project is expected to be built in phases “to minimize community impacts and align construction with local infrastructure capacity.”
