Harlingen named one of the nation’s top 10 cities after earning All-America City Award

Harlingen has once again earned one of the nation’s highest civic honors, becoming one of just 10 communities in the country to receive the 2026 All-America City Award after entering the competition as Texas’ only finalist.

The award, which was presented in Denver on Sunday by the National Civic League, recognizes communities that demonstrate outstanding civic engagement and collaboration among local governments, businesses, schools, nonprofits and residents. 

Before announcing Harlingen as a winner, presenter and former Illinois Municipal League CEO Brad Cole highlighted the qualities that set the city apart.

“This community is supporting small businesses. This community mapped its future with residents charting the course. This community is clearing the path from classroom straight to career,” Cole said before announcing the designation. 

The announcement sparked cheers from the Harlingen delegation, which stepped onto the stage moments later to accept the award. 

“I’m here on behalf of the City of Harlingen and I’m here to accept this award, but it really goes to the people of our community,” Harlingen Mayor Norma Sepulveda said. “I know that all of our community is at home watching. We did it. This is for you.”

Sepulveda said Harlingen’s presentation centered on three themes: heart, hope and gente.

“Heart is really something that is embedded in our culture,” she said. “We’re in South Texas right on the border, and we love our people. We take care of one another, and that’s what heart is all about.”

Sepulveda said “hope” reflects the city’s belief in a better future despite today’s challenges, while “gente,” the Spanish word for people, recognizes that every accomplishment begins with those who call Harlingen home.

“I want to thank our residents, even the residents that challenge us — especially the residents that challenge us,” the mayor said as she accepted the award. “Every neighbor, every student, every teacher, every volunteer, nonprofit, small business owner, and of course, all of our incredible team.”
