Cameron County commissioners will consider granting tax abatements next month for a proposed $3.2 billion manufacturing plant at the Port of Brownsville by an Austin-based company that builds AI-powered military boats.
The applicant listed in a Feb. 11 public notice is Saronic Technologies Inc., a Texas-based defense technology firm that designs and manufactures unmanned boats that operate using artificial intelligence instead of onboard crews.
Founded in 2022 and headquartered in Austin, the company employs more than 250 people and operates over 150,000 square feet of manufacturing, production, and office space, according to company materials.
Commissioners are scheduled to take up the item during their March 24 regular meeting.
What the company does
Saronic builds robotic boats for military and maritime security missions and has raised approximately $250 million in venture capital funding to expand production and scale manufacturing.

The vessels are designed to patrol and operate at sea without sailors onboard — similar in concept to aerial military drones, but built for water.
According to the company’s website, the boats rely on advanced software, sensors, and navigation systems to function autonomously.
The county filing describes new ship and boat manufacturing facilities for military and commercial use to be developed in four phases at the port.
The estimated cost of improvements is $3.2 billion, with projected property tax values of approximately $2.7 billion.
What a tax abatement means
A tax abatement is a temporary reduction or freeze in property taxes offered as an incentive for a company to build in a community.
In exchange, local governments typically expect significant capital investment, job creation, and long-term growth in the tax base once the incentive period ends.
No official announcement has been made detailing exactly what Saronic would build locally if the agreements are approved. The public notice does not list job numbers, production capacity, or construction timelines.
Why the scale matters
A $3.2 billion capital investment is not a warehouse expansion or a small port upgrade. It signals major construction, specialized production space, and long-term industrial operations.

Manufacturing advanced unmanned maritime systems requires large fabrication areas, electronics assembly, testing space, and secure facilities — infrastructure consistent with multi-billion-dollar development.
If a complex tied to military drone boats were to move forward at the Port of Brownsville, it would position Cameron County inside a fast-growing segment of U.S. defense manufacturing centered on robotics and artificial intelligence.
For the Rio Grande Valley, the implications could extend well beyond construction.
A project of this size would represent a significant shift toward advanced technology production at the port.
Commissioners are expected to consider the proposed tax abatements on March 24.
Further details about the scope of operations — including potential employment and economic impact — have not yet been publicly released.
