Valley mental health provider investing $17.8M to expand behavioral and addiction services

Tropical Texas Behavioral Health is planning a $17.8 million expansion of its behavioral health campus in Harlingen that will add four new buildings dedicated to youth and adult diversion, respite care, and addiction recovery, according to newly filed state construction records.

The organization serves as the designated public behavioral health authority for Cameron, Hidalgo, and Willacy counties, providing mental health, substance use disorder, crisis intervention, and developmental disability services throughout much of the Rio Grande Valley.

The privately funded project, known as TTBH HOP Plaza 2, is planned at 101 W. Loop 499 in Harlingen. State filings with the Texas Department of Licensing and Regulation show construction is scheduled to begin Sept. 7 and be completed by Jan. 28, 2028.

The development will add approximately 39,315 square feet across four new buildings.

According to the project registration, the expansion will include a youth and adult diversion center, an activity center, an adult respite facility, and a facility for people recovering from addiction.

The project will be built on privately owned land using private funding. Tropical Texas Behavioral Health is listed as the property owner, while San Antonio-based EV Design is serving as the project’s design firm.

The expansion reflects continued investment in behavioral health infrastructure as providers work to increase access to mental health, substance use, and diversion services across the region.
